History of BULSAR

The idea to create volunteer service for search and rescue has born at April 1979 during the International conference for creation of International Convention for Maritime Search and Rescue -SAR'79 in Hamburg, Germany. Regretfully the conditions for their real creation has come after the change of the political system in our country-1990.

In the next few years the idea was shared amongst the professionals involved in maritime salvage and rescue service. And with lot of support and sharing ideas most of them decided to be involved in the project of establishing of such a volunteer organization. The confidence for establishment of this Altruistic Volunteer structure has become harder after 1990, when the management body of the State organization , engaged in Search and Rescue of the people in distress ,has fall onto hands of incompetent people. They did not only fail to perform their duties but has shown great misconduct. All this has lead to reaction from the public and has create the base of support for our establishment.

On 20th of April 1994, in Varna with support of many people in congress hall of the Cherno More Hotel the BULSAR has born! Guest on this event were Deputy Chairman of Bulgarian Parliament - Mrs. Nora Ananieva,The Minister of Defense - Vice-Admiral Dimitar Pavlov, Representatives of the maritime community, public organizations and a lot of friends.
