Dear Captain SONG Jiahui,
Ladies and gentlemen,
With great pleasure I salute you from our voluntary maritime SAR association – BULSAR – the first of its kind in the Black sea.
First off all I want to express our gratitude to the leadership of the IMRF who ensured our attendance here. Speaking on behalf of the association I feel our steady activity for the development of voluntary action in our country and the region of the Black sea acknowledged.
We earnestly value and find the recommendations of the resolution of the European Parliament of April 2008 of exceptional importance for the European region, namely the role of voluntary action and its contribution for economic and social convergence. The EU finds voluntary action an essential force in the construction of a civil society, reinforcing solidarity which is one of the fundamental virtues not only for the EU but for progressive mankind as well.
It’s a unique opportunity to congratulate the organizers China Rescue and Salvage Company, following in the footsteps of the first volunteers of “Zhenjiang” – Shanghai, who in the fourteenth century were the first to perform the now global practice of sea rescue of disaster victims. Congratulations on your 60 years anniversary and I hope to see you succeed even more in the years to come!
With genuine pride I would like to remark another fact, namely that the People’s Republic of China (PRC) was established on the 1st of October 1949 when Mao Zedong announces the creation of the new state. Just two days later on the 3rd of October 1949 PRC is officially recognized by Bulgaria. I as a Bulgarian am proud that my country was the first in the world to officially recognize the PRC as a sovereign state and for sure it was not a mistake.
I wish you on behalf of the leadership of BULSAR and I a successful forum which I believe will do its part for the further development of this highly humanitarian sea rescue voluntary action.
Happy anniversary dear friends and three feet of water under the keel!
